Accountable Local Fiscal Management

INFORMATION

The Accountable Local Fiscal Management Course features three core video lectures followed by either online or in-person discussions on related scenarios based on the participants’ specific and actual experiences.

The three video lectures shall present the following: Foundations of Government Financial Accountability, Principles and Standards in Common Government Transactions, Government Audit Rules: Compliance and Remedies.

Through this Course local officials, employees, practitioners as duty bearers will be able to accountably navigate local fiscal processes as stakeholders and other rights holders are able to situate themselves within the transparency and accountability mechanisms embedded in the same processes.

COURSE OBJECTIVES

At the end of the Course,

• The participants are made aware of the Budget Process / Cycle and its underlying principles;
• They are familiarized with the standards and requirements in common government transactions;
• LGU Officers and employees are oriented on the governing rules on accountability over public expenditure, their respective duties under the rules, the remedies and procedures they may avail of, and the liabilities they may incur which may arise from violations of pertinent rules;
• Rights holders are able to situate themselves and their role in the fiscal management process within their locality
• Lastly, both duty-bearers and rights holders are prepared to engage in activities geared towards making local fiscal management more transparent and accountable.

Facilitator

Jarvish F. Balindan, CPA, LLB

Mr, Balindan is a Certified Public Accountant accredited by the Board of Accountancy and the Bureau of Internal Revenue whose practice include Accounting, Audit, Compilation, and Tax Compliance and Administrative Cases. He is a former State Auditor assigned to various National Government Agencies and Government Owned and Controlled Corporations as well as Government Financial Institutions. He completed his Bachelor of Laws degree in 2018 and from then on established an accounting office at New Manila in Quezon City

Benedicta V. Gervacio, MPA

Ms. Gervacio retired from government service after more than 30 years of focus on financial and administrative management and accounting. She is now engaged in various consultancy and volunteer work along financial management and compliance in National Government Agencies, Non-Government Organizations, and Local Governments. She holds a Master of Public Administration degree and is a member of the Philippine Association for Government Budget Administration (PAGBA), Personnel Officers Association of the Philippines (POAP), and Association of Government Internal Auditors (AGIA).

Alexander Matias Querido, Jr., CPA, LLB

Mr. Querido is a Certified Public Accountant whose practice focuses on Audit, Financial Controls, and Tax Advisory. He served both in private firms and multi-national institutions in various capacities including internal and external auditor, financial control officer, and tax adviser. He finished his Bachelor of Laws degree in 2018 and is currently a Tax Advisory Associate at the Punongbayan & Araullo Grant Thornton.
