A collaboration project of the Institute of Politics and Governance, Benilde School of Diplomacy and Governance, and Friedrich Ebert Stiftung, The Leadership in Governance Learning and Collaboration Hub (LeadGov Hub) was initially designed as a ‘classroom session’ with the integration of digital technology in the conduct of training courses. The onset of the COVID-19 pandemic necessitated a retooling from a ‘classroom session’ to an online learning platform including making courses relevant to the on-going health crisis and its implications for good governance.
There are three online courses designed each with a different set of participants from partner local government units and community-based organizations. The courses utilize a blended-type of learning: a combination of synchronous – live online sessions, discussions and workshops – and asynchronous learning such as provision of recorded discussions and other knowledge products.
The 3 online courses designed shall address the following effects of the national public health emergency due to COVID-19 pandemic on (1) transparency and accountability in governance, (2) gender-based violence in the time of pandemic, and (3) addressing mental health needs and concerns in our communities. Thus, the courses offered are:
The Institute of Politics and Governance, Inc. (IPG) is a non-government organization registered in February 1994 with the Securities and Exchange Commission-Philippines. The IPG takes off from the principles of local government autonomy as provided in the 1987 Philippine Constitution and the devolution of governmental powers as embodied in the 1991 Local Government Code (LGC) of the Philippines. Since its inception, the IPG has been harnessing the broad general welfare mandate granted to Local Governments under the LGC for the furtherance of good governance and local autonomy.

Consultancy and Technical Support to local government units including platform, image and message development, ensuring compliances, and planning and budgeting process.
The Benilde School of Diplomacy and Governance (SDG) is relatively the newest school in the De La Salle – College of Saint Benilde. SDG is created to respond to the changing times brought by neoliberal globalization and fourth industrial revolution in the disciplines of diplomacy, international relations, governance and public administration. SDG is also is aimed to produce leaders following the tradition of Lasallian and Benildean education.
The Friedrich Ebert Stiftung is a private, public-interest, non-profit educational political foundation of Germany named after the social democrat Friedrich Ebert, the first democratically elected president of Germany. Its work in the Philippines started in 1964. Its focus is on the promotion of democracy and the strengthening of social and ecological dimensions of economic development through education, research, political dialogue, and international cooperation.
The FES Philippine Office cooperates with national and local government institutions, trade unions, political and social movements, non-government organizations, media practitioners and groups, scientific institutions, individual experts, and other international organizations.
